It certainly seems to be an innate reaction in some subset of the population. Surely there have been studies of the phenomenon.

It is my experience that the amount of belly touching for pregnant women is proportional to their personal dislike of it. My wife didn't really have any big problem with (non-creepy) people touching her belly, but through the whole pregnancy it only even came up once or twice. Other people seem to have significant problems, however.
I have no idea why.

Clark, so far no strangers have touched my belly, so I may be a counterexample to your theory. I hope.
