Gambel's Quail, based on the location (Arizona), which excludes California Quail, and I think also the little piece of "dark forehead" that is visible, and perhaps also a failure to live up to the California's "darker crown than Gambel's" (Sibley).
Unless he took a wrong turn, the location rules out a CA Quail. Location alone dictates Gambel's Quail. Also the crown more closely matches the russet of the Gambel's (CA Quail are more chestnut brown). The white feathers around the face are more narrow (and crisper) compared to the CA Quail. Lastly, on a CA Quail the gray neck feathers are more scaled than the Gambel's.
